THE OCN ENVIRONMENTAL EPA BROWNFIELDS ASSESSMENT AND CLEANUP GRANTS.>> SORRY. THANK YOU. MY NAME IS JOHN RES WITH ESCN ENVIRONMENTAL GROUP, FORMERLY IMPACT 7G, AND I'M HERE TO PROVIDE AN UPDATE ON THE CITY'S TWO EPA BROWNFIELD GRANTS, THE ASSESSMENT GRANT AND THE CLEANUP GRANT, BOTH OF WHICH WE ARE THE CONTRACTED QUALIFIED ENVIRONMENTAL PROFESSIONAL.
WE START WITH THE ASSESSMENT GRANT.
THE ORIGINAL GRANT PERIOD HAD AN END DATE OF SEPTEMBER 30TH OF 2013, BUT JUST IT WASN'T EASY SPENDING THE FUNDS DOWN.
WE HAD REQUESTED AN EXTENSION THROUGH SEPTEMBER 30TH OF 2024 AND ANOTHER SUBSEQUENT EXTENSION, SEPTEMBER 30TH OF 2025, AND THAT'S BEEN APPROVED.
WITH THE WHOLE GOAL, WE WANT TO USE THESE DOLLARS HERE, AND ESPECIALLY, RATHER THAN GIVE IT BACK AND THERE IS A USE FOR IT.
SOME UPDATES FROM LAST YEAR, MY COUNCIL UPDATE.
WE HAVE PERFORMED PHASE 1 ENVIRONMENTAL SITE ASSESSMENT, A HISTORICAL BACKGROUND REVIEW OF A PROPERTY AND IN TOTAL, WE'VE COMPLETED 10 OF THOSE, COVERING 12 PARCELS IN THE GRANT GOAL IS 15.
WE'VE COMPLETED TWO ADDITIONAL PHASE 2 ENVIRONMENTAL SITE ASSESSMENTS, AND THESE ARE THE SUBSURFACE SAMPLING OF SOIL, GROUNDWATER, SOIL VAPOR CHECK FOR CONTAMINATION.
SO IN TOTAL, WE'VE COMPLETED THREE OF THOSE COVERING FIVE PARCELS, AND THE GRANT GOAL IS FIVE AND WE ACTUALLY DID SOME ADDITIONAL SAMPLING ON SOME PROPERTIES AS WELL.
WE'VE DONE SOME GOOD WORK THERE.
THEN WE COMPLETED TWO SUPPLEMENTAL PHASE 2 ENVIRONMENTAL SITE ASSESSMENTS, ASBESTOS INSPECTIONS, AND WE'VE COMPLETED FIVE TO DATE WITH THE GRANT, AND THE GOAL IS FIVE.
WE'RE SITTING AT A GOOD SPOT THERE.
WE'VE DONE SOME CLEANUP PLANS FOR TWO SITES AROUND TOWN, THE FORMER RELIANCE BATTERY FACTORY SITE, AND THEN THE FORMER SHOOTING RANGE PROPERTY AS WELL.

THE GOAL WAS TWO OF THOSE AS WELL.IT HASN'T BEEN EASY GETTING PROPERTIES INTO THE PROGRAM, BUT THE CITY STAFF HAS BEEN WORKING HARD DOING A GREAT JOB WITH THAT.
THE MAJORITY OF OUR WORK OVER THE PAST YEAR HAS BEEN ASSESSING AROUND THE BATTERY FACTORY SITE AND DOING SOME CLEANUP PLANNING, AND IT'S BEEN HELPFUL TO HAVE THE ASSESSMENT GRANT AVAILABLE TO UTILIZE THAT TO ASSIST WITH THE CLEANUP GRANT, AS WELL.
LET'S SEE. TODAY, WE'RE ACTUALLY GETTING PRETTY CLOSE.
AS ESC OF OUR CONTRACTED FUNDS, WE SPENT 89% OF THAT, AND THE OVERALL GRANT, INCLUDING THE CITY FUNDS IS UP TO 88%.
WE SEE A FINISH LINE AND A PATH FORWARD WITH THAT.
I'LL SWITCH OVER TO THE BROWNFIELD CLEANUP GRANT.
THAT ONE BEGAN OR WAS STARTED OCTOBER 1ST, 2022 AND THE PURPOSE OF THAT IS TO CLEAN UP CONTAMINATED SOIL, MOSTLY LED AT THE RELIANCE BATTERY FACTORY SITE TO RESIDENTIAL STANDARDS.
THAT GRANT IS A $500,000 GRANT THAT WAS RECEIVED WITH A 20% COST SHARE, SO $100,000 THAT THE CITY EARMARKED FOR THAT.
SO FAR, WE'VE SPENT, I THINK, ABOUT 40% OF OUR CONTRACTED AMOUNT, BUT THAT'S A SMALL AMOUNT.
IT EQUALS TO 6% OF THE TOTAL GRANT, BECAUSE THE MAJORITY OF THAT WILL BE ACTUALLY SOIL CLEANUP ON THE CONTRACTOR GOING IN DISPOSAL AND TRUCKING AND SO FORTH.
BUT SOME UPDATES WITH THAT, WE DID GET SHIP, THE IOWA STATE HISTORIC PRESERVATION OFFICE APPROVAL TO GO FORWARD IN 2024, SO THAT'S A BIG STEP.
THEN WE HAD ENTERED AND GOT THE SITE ACCEPTED INTO IOWA DEPARTMENT OF NATURAL RESOURCES LAND RECYCLING PROGRAM AND THAT'S A REQUIREMENT OF THE GRANT.
NOW WE'RE GOING THROUGH THOSE NEXT STEPS WITH THE DNR TO MAKE SURE EVERYTHING WITH THAT PROGRAM IS OKAY.
WE'VE COMPLETED A SITE ASSESSMENT REPORT, SAMPLING PLAN, CLEANUP PLAN, RISK EVALUATION, RESPONSE ACTION, SO WHOLE SUITE OF DOCUMENTS THERE.
BUT WE'RE AT A SPOT WHERE WE'VE INFORMED THE DNR OF OUR PLANS TO ACTUALLY PROCEED WITH THE CLEANUP.
NOW WE WILL BE LOOKING TO COMPLETE OUR TECHNICAL SPECIFICATIONS AND GET IT OUT TO BID, LOOKING THIS WINTER OR SPRING, PROVIDED EVERYTHING GOES WELL.

ONCE IT WAS MAPPED OUT OR MARKED, THEY WOULD HAVE TO GO PHYSICALLY AND LOOK AT IT TO MAKE SURE I DO HAVE SOME PICTURES OF THE PREVIOUS HOUSE THAT WAS ON IT, AND THAT WAS THE CONCERN THAT WE HAD BROUGHT UP TO THE PLANNING DEVELOPMENT WAS THAT WHEN THE CITY PURCHASED OR WHEN THE CITY ACQUIRED THE LOT, THERE WAS A HOUSE ON IT.
WHEN THEY TORE IT DOWN, THEY HIT MY HOUSE AND DAMAGED THE CORNER BECAUSE IT WAS PROBABLY A FOOT AND A HALF FROM HOUSE TO HOUSE.
THAT WAS OUR CONCERN WAS THAT THE PROPERTY LINE ISN'T CORRECT TO BUILD ANOTHER ONE TO MAKE SURE THAT IT WASN'T MEETING CODE AND THAT IT WASN'T DIRECTLY ON TOP OF OUR HOUSE.
ON THE 21ST, THE ONLY THING WE HAD ON THE PROPERTY WAS A TRAMPOLINE.
I KNOW IN THE MEETING MINUTES FROM SEPTEMBER 20 OR SEPTEMBER 23, MS. GRIMM HAD PUT IN THAT WE HAD HINDERED HER ABILITY TO MEET THEIR AGREEMENT OR FOR THIS TO HAVE BUILT WITHIN TWO YEARS.
I BEEN A YEAR AND A HALF ALREADY PRIOR TO THEM COMING TO THE LOCATION.
THAT SAME DAY, WE HAD MOVED THE TRAMPOLINE OFF OF THE PROPERTY. WE LEFT TOWN.
WE HAD NO OTHER CONTACT WITH THEM.
WE HAD NO FORMAL NOTICE OF ANYTHING BEING ON THE PROPERTY THAT NEEDED TO BE MOVED.
NOBODY ELSE CAME DOWN, SAID ANYTHING.
WE LEFT IT AT THE PLANNING DEVELOPMENT AND SAID, WELL, WE'LL SEE WHAT THEY SAY WHEN THEY COME DOWN AND ONCE THEY HAVE IT MARKED.
THE ONLY REASON WHY I KNEW IT WAS BACK UP LISTED AND THE CITY STILL OWNED IT AGAIN WAS BECAUSE I WAS LIKE NOBODY'S BEEN AROUND HERE FOR OVER A YEAR AND A HALF, LOOKED AT IT AND SEE THAT THE CITY OWNED IT.
THEN I DID INQUIRE ABOUT PURCHASING IT AGAIN.
MY THING IS THAT WE HAVE MAINTAINED IT, WHILE THE CITY HAS OWNED IT SINCE 2018, AND WHILE THE OTHER OWNERS OWNED IT FOR THE YEAR AND A HALF INTO TO THE TODAY, WE HAVE IN FIVE YEARS OF MAINTENANCE ON THIS LAWN.
THERE'S NEVER BEEN AND WE NOTICE THE CITY HAS NEVER PAID FOR ANY TYPE OF MAINTENANCE ON THE PROPERTY.
