THERE'S A SIDEWALK THAT RUNS FROM 1689 ALL THE WAY DOWN THE HILL UNTIL WE GET TO THE YARD OF JOE GIBLER.
MR. GIBLER LIVES AT 1621 PATRICK CIRCLE.
IT'S NOT A VERY LONG STRETCH OF ROAD.
THERE'S A DRIVEWAY IN THE MIDDLE OF IT.
THERE ARE HUGE GRASS SECTIONS TITHER SIDE OF THE DRIVEWAY.
THEN THE SIDEWALK RESUMES AT THE END OF THAT CORNER AND GOES STRAIGHT TO ST. PAT'S.
I HAVE TO TRAVEL BECAUSE THERE IS NO ACCESSIBLE SIDEWALK FOR ME.
I HAVE TO TRAVEL ON THE STREET FOR A PORTION OF THAT.
TRAVELING WITH A FLAG PROVED USEFUL UNTIL I GOT TO CHURCH, AND I SIT IN THE HANDICAP SECTION, WHICH IS UP FRONT, AND A FLAG COMING OFF THE BACK OF MY WHEELCHAIR WAS QUITE A DISTRACTION TO THE OTHER PARISHIONERS.
I AM LOOKING FOR SOME RELIEF IN GETTING A SIDEWALK DONE IN THAT SMALL SECTION OF LAND, AND I UNDERSTAND I DON'T KNOW HOW MUCH OF THIS IS JUST TALK OUT OF TURN OR HOW MUCH OF IT'S FATED.
BUT I UNDERSTAND THAT EMMANUEL OFFERED TO DO A SIDEWALK WHEN THEY BUILT THE PROJECT.
BUT I WAS TOLD THAT MR. GIBLER SAID NO.
NOW, HE'S NOT TOO WILD ABOUT HAVING A SIDEWALK THERE.

WHAT THE ROLLBACK DOES IS TRY TO SMOOTH OUT ANY SIGNIFICANT INCREASES OR DECREASES IN THE VALUATION.

WE HAVE PEOPLE WHO HAVE BUILT NEW, WHO ARE FINALLY GETTING ON THE TAX ROLLS, SO 5% GOES UP.
BUT IF YOU IN THE SAME HOME YOU WERE IN WITH NO IMPROVEMENTS, I WOULD VENTURE TO SAY YOUR TAXES SHOULD BE A LITTLE LESS THAN A 1.5% INCREASE.
I THINK MINE WENT UP 1.42, AND I THINK MY TAXES WENT UP $36 A YEAR OR SOMETHING.
I WISH I COULD TELL YOU WITH THIS NEW INCREASE THAT PEOPLE GOT, OH, I UNDERSTAND IT NOW, BUT THE IOWA LEGISLATURE IS LOOKING AT NEW PROPERTY TAX LAW, AND SO WE DON'T KNOW WHAT THAT BILL IS GOING TO BE YET.

ONE OF THE THINGS THAT WE WANTED TO MAKE SURE WAS THAT WE COULD BE GOOD PARTNERS, PARTNERS WORKED TOGETHER, COMMON GOOD FOR BOTH SIDES, AND QUITE FRANKLY, ALL THREE SIDES, POTTAWATOMIE, MILLS, AND THE CITY AT COUNCIL BLUFFS.

WE THOUGHT IT WAS GOING TO GO TO THE CENTER LINE.
THAT'S OUR MAIN ISSUE IS THAT THE ANNEXATION DIDN'T GO DOWN TO THE CENTER LINE.
WITH THAT, WE SEE COST CONCERNS.
NOW, I KNOW THAT WE ARE ABLE TO GET A RISE GRANT.

WITH THE AMOUNT OF TRAFFIC THAT'S GOING TO GO IN AND OUT LUCKILY, WITH THIS SPECIFIC PROJECT THAT'S GOING ON THE EAST SIDE OF THE INTERSTATE, THE ONE THAT WALSH WAS TALKING ABOUT, YOU'RE NOT GOING TO HAVE THE BIG SEMI TRAFFIC.
IT'S MOSTLY GOING TO BE THE RAIL AND PEOPLE DRIVING IN AND OUT OF WORK.
BUT ONCE THIS PROJECT GOES THROUGH AND THIS ANNEXATION GOES THROUGH, THEN IT'S LIKELY THAT THE WEST SIDE OF THE INTERSTATE, KALAMAN'S HERITAGE WILL BE BUILT AND THAT'S WHEN YOU'RE GOING TO SEE AN INFLUX OF TRAFFIC WHEN IT COMES TO HEAVY TRUCKS.
WE ALREADY HAVE IT ALONG THE ROAD NEAR THE BLUFFS.
WE DON'T HAVE AN EMBARGO ON OUR ROAD, SO THEY GO ON OUR ROAD, AND TEAR IT UP.
WE'RE CONCERNED ABOUT THAT WITH BUNGAY AVENUE.

THOSE FOLKS MAKING THOSE PAY RATES WILL NEED A PLACE TO LIVE, THEY'LL NEED A PLACE TO EAT, THEY'LL NEED A PLACE TO BUY THEIR GROCERIES, BUY THEIR GAS, BUY THEIR CARS, ANY NUMBER OF THINGS, THE EXPONENTIAL IMPACT OF THIS ON THE SALES TAX, AND EVERY OTHER ASPECT OF THIS, NOT TO MENTION JUST THE INVESTMENT OF INTO THE PROPERTY AND THE PROPERTY TAX, WHICH THE OVERALL VIBRANCE THAT THIS COULD BRING TO OUR COMMUNITY AS A WHOLE, AND NOT JUST COUNCIL BLUFFS, BUT AGAIN, POTT COUNTY, MILLS COUNTY, EVERYTHING.
