A STUDY SESSION AGENDA CHRIS LAFERLA -COMMUNITY ACTION INITIATIVE UPDATE.
GOOD AFTERNOON. THANK YOU, MAYOR, COUNCIL MEMBERS, FOR GIVING ME A FEW MINUTES.
OH, SORRY JOE IS HERE. HI, JOE. OH, I DIDN'T REALIZE YOU.

THANK YOU FOR GIVING ME JUST A FEW MINUTES TO COME BACK.
I WAS HERE IN FEBRUARY TO PRESENT ON THE CHAMBER'S 2025 STRATEGIC PLAN, AND I WANTED TO JUST SPEND A FEW MINUTES TO REPORT BACK ON ONE OF OUR STRATEGIC INITIATIVES THIS YEAR.
JUST AS A REMINDER OUR MISSION AT THE CHAMBER IS TO STRENGTHEN BUSINESSES AND BUILD PARTNERSHIPS THAT ENHANCE ECONOMIC GROWTH AND COMMUNITY DEVELOPMENT HERE IN COUNCIL BLUFFS. IN OUR STRATEGIC PLAN CONSISTS OF THREE GOALS TO GROW THE LOCAL ECONOMY, GROW THE POPULATION, AND ENHANCE QUALITY OF LIFE FOR THE RESIDENTS OF COUNCIL BLUFFS.
GOALS THAT I THINK WE SHARE AT THE CHAMBER WITH THE CITY OF COUNCIL BLUFFS, AND MY HOPE IS THAT WE AGREE ON THAT AND LOOK AT THIS RELATIONSHIP AS A PARTNERSHIP IN MAKING COUNCIL BLUFFS ATTRACTIVE.
FOR THE CHAMBER, GROWING THE LOCAL ECONOMY MEANS THAT WE'RE EXPLORING STRATEGIES AND IMPROVING UPON EXISTING PROGRAMING THAT ATTRACTS NEW INVESTMENT, SUPPORTS OUR EXISTING BUSINESSES, CREATES A VIBRANT ENVIRONMENT FOR ENTREPRENEURSHIP, AND GENERATES JOBS THAT INCREASE LOCAL REVENUES AND IMPROVES OUR ABILITY TO INVEST IN INFRASTRUCTURE, SERVICES AND AMENITIES. AND I SHOULD SAY WE SHARE THESE STRATEGIC GOALS WHEREVER WE CAN, IN PARTNERSHIP WITH OTHER COMMUNITY PARTNERS LIKE ADVANCED SOUTHWEST IOWA CORPORATION, THE CITY OF COUNCIL BLUFFS, THE COUNTY, AND IOS FOUNDATION. GROWING THE POPULATION FOR US MEANS EXPLORING STRATEGIES THAT MAKE OUR COMMUNITY A PLACE THAT PEOPLE WANT TO LIVE, WORK, AND RAISE FAMILIES IN. AND GROWING THE POPULATION HELPS SUPPORT OUR SCHOOLS WORKFORCE, HOUSING MARKET AND LOCAL BUSINESSES. AND THEN WITH ENHANCEMENT OF OUR QUALITY OF LIFE, INCLUDING EVERYTHING FROM BUILDING SAFE NEIGHBORHOODS, GOOD SCHOOLS TO RECREATIONAL OPPORTUNITIES, HOUSING OPTIONS AND CULTURAL AMENITIES, IT'S ABOUT CREATING A PLACE WHERE PEOPLE FEEL CONNECTED AND SUPPORTED AND PROUD TO LIVE.
ONE OF THE WAYS THAT WE ARE PURSUING OUR 2025 STRATEGIC PLAN.
ONE OF THE STRATEGIES WE'RE PUTTING INTO PLACE IS SOMETHING THAT WE'RE CALLING COMMUNITY IMPACT INITIATIVES, AND WE ARE REALLY LOOKING AT WITH THOSE WAYS THAT WE CAN SUPPORT COMMUNITY PROJECTS THAT DRIVE ECONOMIC GROWTH, CREATE JOBS AND ENHANCE QUALITY OF LIFE. AND THIS YEAR, OUR BOARD APPROVED EXPLORING A POTENTIAL DEVELOPMENT AT DODGE RIVERSIDE AS ONE OF THE INITIATIVES THAT WE WANTED TO LOOK INTO, INFORM OUR MEMBERS AND HELP SUPPORT SHOULD THE CITY CHOOSE TO DO THAT.
SO MY GOAL WITH THIS FIRST COMMUNITY ACTION INITIATIVE REALLY IS JUST TO GO OUT, MEET WITH OUR MEMBERS INFORM THEM, GET AN IDEA OF WHERE THEY STAND. AND MY REPORT HERE TODAY IS JUST TO GIVE YOU AN UPDATE ON WHAT WE DID AND WHAT WE HEARD.
SO WE HOSTED TWO INFORMATIONAL MEETINGS ON MARCH 5TH AND MARCH 11TH, OPEN TO ALL MEMBERS, WHERE I INVITED THE MAYOR AND BRANDON GARRETT TO ATTEND AND PRESENT A QUICK REPORT TO OUR CHAMBER MEMBERS ON WHAT A POTENTIAL DEVELOPMENT AT DODGE RIVERSIDE COULD LOOK LIKE.
WE HAD ABOUT 50 ATTENDEES AT THOSE MEETINGS. ALSO DID SORT OF INFORMAL PRESENTATION AT OTHER EVENTS, LIKE A CHAMBER MIXER. WE PRESENTED TO THE CHAMBER BOARD OF DIRECTORS ON MARCH 27TH.
WE WERE ALSO INVITED TO COME AND PRESENT AT SOME OTHER PARTNER GROUPS, INCLUDING THE HSAC HOUSING COMMITTEE MEETING, COUNCIL BLUFFS BUSINESS CONNECTIONS, WHICH IS A LOCAL BUSINESS NETWORKING GROUP, THE EXECUTIVE WOMEN'S PARTNERSHIP, WHICH IS A CHAMBER PROGRAM OF C-SUITE WOMEN EXECUTIVES APPROXIMATELY 40 MEMBERS IN THAT GROUP.
I COULD BE OFF ON THAT. AND THEN PRESENTED TO THE NOON ROTARY CLUB.

AND JUST TO QUICK SORT OF SUMMARY OF THE FEEDBACK THAT I'VE RECEIVED OVERWHELMINGLY THE COMMON PHRASE THAT I HEARD A LOT WAS, THIS IS A NO BRAINER, OR WHY WOULDN'T WE DO SOMETHING LIKE THIS? THERE'S A GENERAL SENSE THAT WHAT COULD BE ACHIEVED AT DODGE RIVERSIDE REALLY ALIGNS WITH THE MOST PRESSING NEEDS AND THE SUPPORT NEEDED IN COUNCIL BLUFFS. HOUSING, THE HOUSING SHORTAGE CAME UP OVER AND OVER, PARTICULARLY THE PROBLEMS THAT ARE BEING CREATED RIGHT NOW BY OUR HOUSING SHORTAGE.DRIVING UP RENTS, INCREASING HOMELESSNESS, LACK OF AFFORDABLE OPTIONS IN THE COMMUNITY WAS A TOP CONCERN FOR BOTH EMPLOYERS AND SERVICE PROVIDERS IN THE COMMUNITY.
ONE OF THE THINGS THAT I HEARD FROM, PARTICULARLY OUR HOSPITAL CEOS, OUR SCHOOL DISTRICT SUPERINTENDENT, IS WE HAVE TEACHERS, NURSES, OTHER MEDICAL PROFESSIONALS WHO LIVE IN OMAHA WORK IN COUNCIL BLUFFS, AND THEY HAVE NO OPTION FOR PLACES TO LIVE IN COUNCIL BLUFFS.
AND WHEN JOB OPPORTUNITIES COME UP FOR THOSE PROFESSIONS, THOSE EMPLOYEES THAT ARE THAT ARE COMING TO COUNCIL BLUFFS WHEN ANOTHER EMPLOYMENT OPTION BECOMES AVAILABLE IN OMAHA, CLOSER TO THEIR HOME, THEY'RE VERY LIKELY TO TAKE THAT JOB.
AND WE SEE A LOT OF TURNOVER SPECIFICALLY FROM THOSE HOSPITAL CEOS, ONE OF THE THINGS THAT I HEARD WAS WE'RE IN OTHER BUSINESSES THAT WE ARE INVESTING IN, COUNCIL BLUFFS, AND WE NEED TO DO MORE TO GROW THE POPULATION.
PARTICULARLY AROUND HOUSING, SO THAT WE HAVE OPPORTUNITIES FOR OUR CURRENT EMPLOYEES.
THERE'S ALSO A LOT OF DISCUSSION ABOUT EXPANDING THE THE TAX BASE.
A LOT OF DISCUSSION AROUND CREATING LIFESTYLES THAT ARE APPEALING TO THE YOUNG PROFESSIONALS.
THERE WAS SOME DATA THAT WAS PRESENTED IN THE INFORMATIONAL MEETINGS THAT WE HOSTED, PARTICULARLY AROUND THE PERCENTAGE OF YOUNG PROFESSIONALS THAT MAKE UP OUR OVERALL POPULATION IN COUNCIL BLUFFS COMPARED TO DODGE AND DOUGLAS AND SARPY COUNTY.
AND THAT, I THINK, WAS AN EYE OPENER FOR MANY OF OUR EMPLOYERS IN THE COMMUNITY.
THEY KIND OF HAVE A SORT OF GENERAL IDEA THAT OUR POPULATION IS IS AGING.
BUT THERE WAS A CONCERN ABOUT OUR ABILITY IN COUNCIL BLUFFS TO ATTRACT AND RETAIN YOUNG TALENT, AND A POTENTIAL DEVELOPMENT AT DODGE RIVERSIDE INCLUDED MANY OF THE LIFESTYLE AMENITIES THAT ARE ATTRACTIVE TO YOUNG PEOPLE THESE DAYS. JUST SOME BROADER COMMUNITY BENEFITS THAT THEY TALKED ABOUT, SCHOOL SUPPORT, GROWING THE TAX BASE IN THE COUNCIL BLUFFS COMMUNITY SCHOOL DISTRICT, WHICH HAS A HIGHER LEVY THAN THE LEWIS CENTRAL SCHOOL DISTRICT DOES.
BUT ALSO COUNCIL BLUFFS COMMUNITY SCHOOL DISTRICT HAS VERY LITTLE ROOM TO GROW IN TERMS OF POPULATION BASE SO THAT WAS ANOTHER THING THAT CAME UP. AND ALSO JUST THE OVERALL HIGHEST AND BEST USE OF THE PROPERTY AFTER KIND OF DIGGING INTO THE DATA.
YOU KNOW, A LOT OF THE CONVERSATION REVOLVED AROUND WHETHER OR NOT A GOLF COURSE IS THE HIGHEST AND BEST USE OF THAT PROPERTY, KNOWING THAT THE OMAHA METRO IS GROWING RAPIDLY AND WE HAVE SUCH A SIGNIFICANT NEED FOR HOUSING.
ALSO, JUST KIND OF A SIDE NOTE THROUGHOUT THIS LAST MONTH, I'VE BEEN APPROACHED BY 4 OR 5 DEVELOPERS WHO JUST SAID, JUST SO YOU KNOW, IF THE CITY MOVES FORWARD WITH THIS, WE WOULD LOVE TO SUBMIT AN RFP, WE'RE INTERESTED.
SO THERE IS CONCERN SUPPORT OR INTEREST AMONG DEVELOPERS.
I SPOKE WITH A FEW PEOPLE, AND WHEN I SAY A FEW, I WOULD SAY 4 OR 5 PEOPLE WHO ARE MEMBERS OF THE CHAMBER ABOUT CONCERNS THAT THEY HAVE THAT I'M SURE ARE NOT SURPRISING TO ALL OF YOU.
MOST OF THAT REALLY REVOLVES AROUND THE LOSS OF GREEN SPACE AND OR THE LOSS OF A GOLF COURSE.
GENERAL SKEPTICISM THAT A DEVELOPMENT LIKE THIS COULD BE SUCCESSFUL IN COUNCIL BLUFFS, OR THAT A PERCEPTION THAT WE MIGHT BE TRYING TO BE MORE LIKE OMAHA THROUGH A DEVELOPMENT LIKE THIS.

IN OUR CONVERSATIONS, YOU KNOW, I COME BACK TO OUR THREE STRATEGIC GOALS OF GROWING THE LOCAL ECONOMY, GROWING THE POPULATION, ENHANCING QUALITY OF LIFE FOR COUNCIL BLUFFS.WE DO NEED TO GROW. WE NEED MORE PEOPLE HERE.
OUR BUSINESSES ARE TELLING ME THIS ON A REGULAR BASIS.
YOU KNOW, WE NEED TO EXPLORE OPPORTUNITIES THAT, IN A BIG WAY, ARE GOING TO MAKE A DIFFERENCE IN THOSE THREE STRATEGIC GOALS OF GROWING THE POPULATION AND GROWING THE ECONOMY AND ENHANCING QUALITY OF LIFE.
SO THAT IS JUST A QUICK SORT OF SUMMARY OF WHAT I HEARD OUT THERE.
EARLIER TODAY WE HAD OVER 100 CHAMBER MEMBERS THAT SIGNED ON TO THAT LETTER.
AND I LIKE I SAID, I THINK WE SUBMITTED THAT TO YOU EARLIER TODAY.
SO ONCE AGAIN, I JUST WANT TO REMIND YOU OF OUR MISSION AGAIN.
I BELIEVE THAT WE SHARE THIS MISSION AND OUR GOALS WITH THE CITY OF COUNCIL BLUFFS.
AND I KNOW ON A ON A PERSONAL SIDE OF THINGS THAT YOU HAVE DIFFICULT DECISIONS TO MAKE.

I HAVE EXPERIENCE SERVING ON THE ON THE SCHOOL BOARD AND UNDERSTAND AND, AND PROJECTS LIKE THIS ONE.
WHAT I TENDED TO NOTICE THAT TYPICALLY THE MAJORITY OF PEOPLE ARE EITHER NEUTRAL OR SUPPORTIVE, BUT THEY ARE FAR LESS MOTIVATED TO GO OUT AND TELL YOU THEIR OPINION OR ENGAGE WITH PEOPLE ON SOCIAL MEDIA.
BUT ALSO TO KNOW THAT WE ARE HERE TO SUPPORT THE CITY COUNCIL.
WHATEVER HAPPENS WITH THIS PROJECT AND OTHERS, IF THERE'S AN INITIATIVE THAT IS GOING TO GROW THE ECONOMY, GROW THE POPULATION, OR ENHANCE QUALITY OF LIFE IN COUNCIL BLUFFS, THE CHAMBER AND OUR MEMBERS ARE GOING TO BE HERE TO HELP SUPPORT THAT.

BUT THERE'S ANOTHER ONE. WHERE'S THE ONE WE APPROVED? THAT ONE'S OFF OF HARRISON. HARRISON. YEAH. SO FOR US WE WE CAN'T LOOK AT IT BY THE USE ITSELF.

IF YOU'RE TALKING ABOUT HOUSEHOLD OR UNITS THAT ARE GOING TO GO TO FOLKS THAT ARE PART OF A COMMUNITY THAT'S PROTECTED, THEN THE ANSWER IS NO WE DON'T HAVE THE AUTHORITY TO DO THAT BECAUSE THAT'S A FAIR HOUSING ISSUE. SO SOMEONE WHO IS LIVING IN A FACILITY BASED ON THEIR DISABILITY THINK VOTEC, THINGS LIKE THAT. THAT'S WHERE THE I MEAN, IT'S A KIND OF A LINE, BUT IN THIS PARTICULAR THERE'S NO PROTECTED CLASS FOR SUBSTANCE ABUSE.

THERE'S A BUNCH BUT. THIS ONE'S 240 I BELIEVE.
YEAH 240. BUT JUST HOW WE SET THAT TIF AGREEMENT AT 15 AND WHAT IT NEEDS, RIGHT.
YEAH. SO THIS PARTICULAR ONE THEY'RE DOING 100% AFFORDABLE.
BECAUSE THEY'RE DOING 100% AFFORDABLE THEY ACTUALLY CAN GET A 20 YEAR CLOCK.
SO THEY ALSO HAVE TO PROVIDE A DIFFERENT TAX STRUCTURE.
SO TYPICALLY YOU THINK RESIDENTIAL YOU GET THE ROLLBACK OF THE 46% OR WHATEVER IT IS AT THE TIME WHEN YOU'RE GOING THROUGH A LOW INCOME HOUSING TAX CREDIT PROJECT, YOU'RE ACTUALLY ASSESSED AS COMMERCIAL SO YOU ONLY HAVE THE 10% ROLLBACK.
THEY'RE SAYING THAT THEY'RE GOING TO HAVE ABOUT A $30 MILLION VALUATION.
WE DON'T PUT A MINIMUM ASSESSMENT ON THESE BECAUSE THE TAX CREDIT APPLICATION, THEY ACTUALLY HAVE TO CERTIFY THEIR RENT ROLL AND THAT'S WHAT THEIR TAXES ARE BASED OFF OF. SO A MINIMUM ASSESSMENT REALLY DOESN'T DO ANY GOOD.
SO FOR EXAMPLE ON THIS ONE WE COMPARED IT TO THE ONE WE DID AT THE ANNEX GROUP, WHICH IS ON SOUTH 19TH STREET, WHICH WE PROVIDED A SIMILAR INCENTIVE FOR $10 MILLION.
THAT ONE IS A LITTLE BIT SLOWER PROJECT. SO THEY WERE EXPECTING AROUND $20 MILLION.
SO WE DID 15 YEARS, 100% TO GET TO ABOUT THE $10 MILLION.
GOTCHA. IT'S TIF IS VERY HARD TO VALUE. IN A PERFECT WORLD IT'S JUST THE FINANCING GAP. IT LET'S SAY THAT YOU'RE GOING TO BUILD A $30 MILLION APARTMENT COMPLEX. YOU GET THE BID, IT'S $30 MILLION. BUT THE CONSTRUCTION COST IS $32, THE $2 MILLION DIFFERENCE IS THE FINANCING GAP.
AND SO IN A PERFECT WORLD THE TIF WOULD BE $2 MILLION AND AND WE'D GO FORWARD.
THE PROBLEM WHY IT'S SO DIFFICULT AND AT ONE POINT, THE 712 ORGANIZATION BROUGHT THIS GUY WHO WAS FROM WHEREVER ESPN IS FROM CONNECTICUT BEGINS WITH A B, YOU KNOW? ANYHOW, HE SAID, I'M THE INVENTOR OF TIF. I SAID, PERFECT.
I GOT A QUESTION FOR YOU I SAID IN COUNCIL BLUFFS, IF YOU BUILD THE SAME BUILDING IN COUNCIL BLUFFS IN OMAHA, YOU WOULD PAY AT THIS TIME AT THAT TIME, 217% HIGHER PROPERTY TAXES.

AND PEOPLE COME AND THEY DON'T THEY NOT ONLY WANT THE FINANCING GAP, THEY WANT TO RECAPTURE THE DIFFERENCE IN PROPERTY TAX AND IT'S REAL MONEY. IT'S HUNDREDS OF THOUSANDS OF DOLLARS.AND SO IT'S NOT AS EASY TO FIGURE OUT HOW MUCH TO TIF.
SO I IT IS IDEALLY WE'RE AROUND THAT 15% AND WE'RE MORE THAN THAT BY FAR IN THIS PARTICULAR MODEL.
BUT I THINK THAT WHAT'S ALSO IMPORTANT IS WHEN WE DO THAT EXTENSION POWER DRIVE, THAT'S GOING TO BENEFIT A LOT MORE THAN JUST THIS HOUSING DEVELOPMENT. IT'S GOING TO REALLY IMPROVE THAT INTERSECTION IN GENERAL, RIGHT BY SAM'S CLUB.
AND THEN WE WILL BE ABLE TO BRING ON 100% AFFORDABLE UNITS FOR THAT AREA.
CLOSE TO GROCERY STORES, CLOSE TO SHOPPING, CLOSE TO ALL THE THINGS PUBLIC TRANSIT.
IN THIS CASE, WE'RE NOT DOING IT. IT'S WE'RE DOING 75%.
THAT'S WHERE THE MILLION BUCKS COMES FROM. YEAH. YEAH.
