SO THE CITY OF COUNCIL BLUFFS FROM THE OFFICE OF THE MAYOR PROCLAMATION, WHEREAS PUBLIC WORKS PROFESSIONALS FOCUS ON INFRASTRUCTURE, FACILITIES, EMERGENCY MANAGEMENT, AND SERVICES THAT ARE VITAL IMPORTANCE TO THE SUSTAINABILITY.

AND RESILIENT COMMUNITIES AND PUBLIC HEALTH, HIGH QUALITY OF LIFE AND WELL-BEING OF THE PEOPLE OF CONSUL BLAS, IOWA.

AND WHEREAS THESE INFRASTRUCTURES, FACILITIES, AND SERVICES COULD NOT BE PROVIDED WITHOUT THE DEDICATED EFFORTS OF PUBLIC WORKS PROFESSIONALS WHO ARE RESPONSIBLE FOR REBUILDING, IMPROVING, AND PROTECTING OUR NATION'S TRANSPORTATION, WATER SUPPLY, WATER TREATMENT, SOLID WASTE SYSTEMS, PUBLIC BUILDINGS AND OTHER STRUCTURES AND FACILITIES ESSENTIAL FOR OUR CITIZENS AND WHEREAS IT BEING PUBLIC INTEREST FOR THE CITIZENS, CIVIC LEADERS AND CHILDREN OF COUNCIL OF IOWA TO GAIN KNOWLEDGE, MAINTAIN ONGOING INTEREST AND UNDERSTANDING OF THE IMPORTANCE OF PUBLIC WORKS, FIRST RESPONDERS AND PUBLIC WORKS PROGRAMS IN THEIR RESPECTIVE COMMUNITIES.

AND WHEREAS THIS YEAR, 2026 MARKS THE 66TH.

ANNUAL NATIONAL PUBLIC WORKS WEEK SPONSORED BY THE AMERICAN PUBLIC WORKS ASSOCIATION.

NOW, THEREFORE, I, JILL SHUDAK, MAYOR OF COUNCIL BLUFFS, IOWA, DO HEREBY PROCLAIM MAY 17-23, 2026 AS NATIONAL PUBLIC WORKS WEEK IN THE CITY OF COUNCIL BLUFFS, IOWA, AND URGE ALL CITIZENS TO JOIN WITH THE REPRESENTATIVES OF THE AMERICAN PUBLIC WORKS ASSOCIATION AND GOVERNMENT AGENCIES IN ACTIVITIES, EVENTS, AND CEREMONIES.

DESIGNED TO PAY TRIBUTE TO OUR PUBLIC WORKS PROFESSIONALS, ENGINEERS, MANAGERS, AND EMPLOYEES, AND TO RECOGNIZE THE SUBSTANTIAL CONTRIBUTIONS THEY MAKE IN PROTECTING OUR NATIONAL HEALTH, SAFETY, AND QUALITY OF LIFE.

I HEREBY DO PROCLAIM, AS THE MAYOR OF CONSTABLE'S IOWA, JILL CATHERINE CHUDAK.

AND I'D JUST LIKE TO MENTION BEFORE I HAND IT OVER, JUST THANK YOU SO MUCH TO ALL OF THE PUBLIC WORKS CREWS.

I KNOW THAT WE HAVE A FEW OF THEM HERE.

TO ANYBODY WHO'S WATCHING IN THE CROWD OR AT HOME, WE HAVE SOME AMAZING FACILITIES IN OUR COMMUNITY.

AND I WOULD HIGHLY RECOMMEND THAT YOU GO OUT AND TAKE A LOOK AT WASTEWATER TREATMENT OR DOWN AT FLEET OR THE RHODES BUILDINGS.

THEY'RE REALLY COOL TOURS AND YOU GAIN A WEALTH OF KNOWLEDGE OF HOW OUR CITY ACTUALLY RUNS WHEN YOU GO OUT AND YOU TAKE A LOOK AT THESE FACILITIES.

TYPICALLY IT'S JUST MYSELF THAT RECEIVES THE PROCLAMATION, SO I THOUGHT IT WAS IMPORTANT THIS YEAR TO HAVE SOME OF THE TEAM MEMBERS JOIN.

THERE'S 12 DIVISIONS WITHIN PUBLIC WORKS.

MOST OF THEM ARE REPRESENTED HERE TODAY.

NOT ALL OF THEM, BUT THEY DO A LOT OF THE THINGS THAT GO UNNOTICED EACH AND EVERY DAY UNTIL SOMETHING GOES WRONG.

HONESTLY, MOST OF WHAT WE DO, PEOPLE EXPECT IT TO PERFORM FLAWLESSLY AND DON'T NOTICE IT UNTIL IT'S NOT.

A LOT OF WHAT THEY DO IS UNGLAMOROUS, IT'S DIRTY, IT'S DANGEROUS.

SOMETIMES IT'S IN A FIRST RESPONDER ROLE.

AND IT'S NICE TO RECOGNIZE THEM AND LET THEM HAVE A CHANCE THAT WE DEFINITELY BENEFIT FROM THEM BEING HERE.

AND THE THE EXCELLENT PROFESSIONAL WORK THAT THEY DO EVERY DAY DOESN'T GO UNNOTICED.

SO FROM THE CITY OF CONSTABLE'S IOWA OFFICE OF THE MAYOR PROCLAMATION, WHEREAS NEIGHBORWORKS WEEK WAS INITIATED IN 1983, BY THE UNITED STATES CONGRESSIONAL RESOLUTION, CO-SPONSORED BY MORE THAN 240 MEMBERS OF CONGRESS, AND WHEREAS THE FORMAL INTRODUCTION OF NEIGHBORWORKS WEEK OCCURRED IN THE SPRING OF 1986 AND BEGAN AN ANNUAL NATIONAL CELEBRATION HELD THE FIRST THROUGH THE SECOND SATURDAYS IN JUNE, AND WHEREAS NEIGHBORWORKS WEEK IS IN A CELEBR...

IS A CELEBRATION OF NEIGHBORHOOD PRIDE AND UNITY AMONG NEARLY 250 ORGANIZATIONS IN ALL 50 STATES, THE DISTRICT OF COLUMBIA, PUERTO RICO, AND TRIBAL LANDS.

AND WHEREAS NEIGHBORWORKS WEEK CELEBRATES THE EFFORTS OF LOCAL ORGANIZATIONS WORKING WITH PARTNERS AND VOLUNTEERS TO CREATE HEALTHIER COMMUNITIES, AND WHEREAS NEIGHBORWORKS HOME SOLUTIONS IS A PROUD MEMBER OF NEIGHBORWORKS NETWORK, AND HAS SERVED IN THE COMMUNITY OF CONSUL BLUSS FOR 17 YEARS, ADVANCING AFFORDABLE HOUSING AND COMMUNITY DEVELOPMENT, SUPPORTING FINANCIAL WELL-BEING, AND STRENGTHENING RESIDENT LEADERSHIP.

I HEREFORE DO BY PROCLAIM WITH THE CITY OF THE SEAL, MAYOR COUNCIL BLUFFS.

SO JUST A FUN FACT, I'D LIKE TO ANNOUNCE LAST YEAR NEIGHBORWORKS HOME SOLUTION REINVESTED CLOSE TO $11 MILLION JUST IN COUNCIL BLUFFS ALONE.

THERE ARE HOMEOWNERSHIP PROGRAMS AS WELL AS OUR RENTAL COMPLEXES HERE IN COUNCIL BLUFFS.

AND THIS IS AN ACHIEVEMENT THAT'S JUST NOT DONE BY NEIGHBORWORKS.

THIS TAKES AN ENTIRE COMMUNITY TO DO THIS.

WE HAVE SOME VERY STRONG PARTNERS AND STAKEHOLDERS HERE WITHIN COUNCIL BLUFFS TO ALLOW US TO DO THIS WORK.

SO THIS IS THE RIVERFRONT UPDATE.

AND SO I THINK ZACH'S GOING TO SPEAK WITH WHITNEY, AND I WILL SHARE SOME INFORMATION AS WELL.

I GUESS IT WAS MAY 5TH.

WE DID WHAT I'LL CALL A PRELIMINARY PUNCH WALK OF THE PIER, THE SOUTH PIER PROJECT, WHICH IT'S COMING ALONG REALLY VERY WELL.

IT LOOKS LOOKS REALLY NICE.

THERE ARE SOME CONCERNS OVER THE PORCELAIN PAVER SYSTEM AND WHETHER OR NOT THAT MEETS STANDARDS FOR UPLIFT, AND I CAN LET CODY SPEAK MORE TO THAT IF THERE'S ANY QUESTIONS.

SO WE'VE ASKED FOR CONFIRMATION ON THAT SYSTEM, THOSE PORCELAIN PAVERS.

SO THE FULL PORCELAIN PAVER IS A 24-INCH BY 48-INCH APPROXIMATELY PORCELAIN PAVER, THREE-QUARTERS OF AN INCH THICK, THAT IT'S JUST...

SITS ON PADS ON THE, AND IMMEDIATELY OUR STAFF POINTED OUT THE RIPPED PORCELAIN PAVERS, SO THE SMALLER PIECES OF PAVERS AND HOW THOSE WERE ABLE TO BE REMOVED FROM THE SYSTEM VERY EASILY.

WE WERE ACTUALLY BACK OUT ON THE PIER JUST THIS LAST THURSDAY ON THE 14TH, AND THEY HAVE, THEY'VE ALREADY KIND OF REMEDIED THAT SITUATION BY REMOVING THOSE PIECES.

PUT IN SOME FLAT IRON SO THAT IT'S REALLY ALL LARGE, FULL-SIZE PORCELAIN PAVERS, OR IF THERE'S NOT ANY FULL-SIZE, I BELIEVE THEY'VE ALL BEEN ADHERED DOWN AT THIS POINT.

BUT STILL, THIS SYSTEM IS SITTING

ON AN OPEN-GRATE SYSTEM, SO THERE ARE SOME CONCERNS THAT IT DOESN'T ACTUALLY MEET THE UPLIFT STANDARDS IN INTERNATIONAL BUILDING CODE OR FROM THE MANUFACTURER.

AGAIN, I'LL LET CODY SPEAK MORE TO THAT IF THERE'S ANY QUESTIONS ON THAT.

BUT AS FAR AS THE TREETOP WALK AND THE TOWER, WE GOT A CHANCE TO DO THE PRELIMINARY PUNCH WALK THERE ON THURSDAY THE 14TH. THEY HAVE CONDUCTED THE LOAD CAPACITY INSPECTION THAT WE SET AS A CONDITION AMONG MANY OTHER THINGS.

AND WE REALLY GOT A LOT OF FEEDBACK, YOU KNOW, A LOT OF PUSHBACK ON HAVING THAT DONE BECAUSE I THINK, YOU KNOW, THE ASSIGNER WAS AFRAID THAT IT WOULD, YOU KNOW, POINT SOMETHING OUT THAT WOULD BE CAUSE FOR SOME MAJOR MODIFICATIONS, WHICH WE JUST WANTED TO FIGURE OUT WHAT WE WERE GETTING AND WHAT WE COULD TAKE ON.

AS PART OF THAT, WE SENT OVER 11 DIFFERENT VEHICLES WITHIN PARKS, FIRE DEPARTMENT, POLICE DEPARTMENT THAT WE MAY WANT TO BE ABLE TO TAKE OUT ON THE TREETOP WALK.

AND WE DID RECEIVE CONFIRMATION THAT BASICALLY ALL 11 OF THOSE VEHICLES, THE TREETOP WALK CAN HOLD THOSE.

SO THAT WAS GREAT NEWS.

WE WERE HAPPY TO HEAR THAT.

HOWEVER, WHEN THEY DID THE INSPECTION, THERE ARE BOLTS IN THE TREETOP WALK THAT ARE EITHER LOOSE OR MISSING.

SO THAT WILL HAVE TO BE ADDRESSED AND THERE WILL HAVE TO BE A FOLLOW-UP INSPECTION TO MAKE SURE THAT THAT'S ALL.

TAKEN CARE OF, WHICH SHOULDN'T TIME-WISE BE A HUGE THING, BUT AGAIN, IT NEEDS TO BE ADDRESSED.

MOVING INTO THE TOWER, THE ELEVATOR IS STILL NOT COMPLETE, IS A LITTLE WAYS OUT.

I THINK THAT IT COULD BE AT LEAST A WEEK OR MORE FOR IT TO BE OPERATIONAL, AT WHICH POINT THEN THEY STILL NEED TO ARRANGE FOR THE ELEVATOR INSPECTIONS.

TO TAKE PLACE.

THEY STILL NEED TO HAVE A FIRE DEPARTMENT COME AND TEST THE EMERGENCY CALL SYSTEM WHEN THEY GET TO THAT POINT.

AND THERE'S STILL SOME THINGS THAT NEED TO BE ACCOMPLISHED JUST FOR THE ELEVATOR TO BE OPERATIONAL.

SO THE ASSIGNER, SO SYNC HAS MADE A REQUEST FOR THE CITY TO ACCEPT THE TOWER PRIOR TO THE CAVING SYSTEM BEING COMPLETE.

WHICH AGAIN THE COMPLETION OF ALL THE AMENITIES WAS A PART OF THE TRANSFER TO THE CITY AND PART OF THAT ALSO IS AFTER ALL THE AMENITIES ARE INSTALLED.

HAVING A THIRD-PARTY ENGINEER COME AND INSPECT THE INSTALLATION, MAKE SURE EVERYTHING WAS INSTALLED PER THE DESIGN, AS WELL AS HAVING A STRUCTURAL ENGINEER INSPECT ALL OF IT.

SO WE HAD RESPONDED AND SAID THAT NO, WE WEREN'T JUST AS IT SPELLS OUT IN THE TRANSFER AND ASSIGNMENT THAT WE DIDN'T WANT TO ACCEPT TRANSFER UNTIL ALL OF THESE ITEMS WERE COMPLETE.

AS OF IT'S MY UNDERSTANDING THAT THE CAVING SYSTEM IS STILL ON A BOAT, YOU KNOW, SOMEWHERE.

SO, YEAH, WE WOULD, YEAH, IT WOULD BE NICE IF EVERYTHING WAS HERE AND THEY WERE, AND THEY ARE MAKING PROGRESS, BUT THERE ARE, YOU KNOW, THEY ARE STILL A WAYS OUT FROM THIS THING BEING COMPLETED.

SO JUST WANTED TO GET IN FRONT OF THE COUNCIL AS MUCH AS THE CITY, YOU KNOW, WOULD LIKE FOR THEM TO BE TO A POINT OR AS MUCH AS I WOULD LIKE THEM TO BE TO A POINT.

YOU KNOW, TO WHERE THEY'RE FULFILLING ALL OF THE CONDITIONS AND WE CAN ACCEPT THE TRANSFER TO US, WE'RE CERTAINLY NOT THERE YET.

YOU MENTIONED INSPECTIONS A COUPLE OF TIMES.

ARE WE RESPONSIBLE FOR THE ONGOING INSPECTIONS, OR DO WE HAVE A THIRD PARTY COME IN? SO WHEN YOU SAY ONGOING INSPECTIONS, SO THE BRIDGE INSPECTIONS AFTER IT BECOMES OURS, YOU KNOW, WILL BE OUR RESPONSIBILITY.

BUT THE INSPECTIONS I AM TALKING OF IS...

AS FAR AS LIKE TERRACON COMING AND DOING THE, THAT'S THEIR RESPONSIBILITY.

YEP, THOSE THIRD-PARTY INSPECTIONS JUST FOR US TO BE ABLE TO ACCEPT IT IS THEIR RESPONSIBILITY.

SO IT'S NOT A HOLDUP ON OUR END AT ALL.

OUR TEAM PROACTIVELY WENT OUT TO START TO TAKE A LOOK.

SEE WHAT WE SAW AND COULD CATCH ON SOME OF THOSE.

CODY, WOULD YOU LIKE TO ADD ANYTHING? ON THE PAVING SYSTEM FOR THE PIER? WE JUST, AS OF ABOUT 20 MINUTES AGO, GOT ABOUT A 15-PAGE REPORT FROM AN ENGINEERING FIRM

ABOUT WHAT THE TILES WILL DO FOR UPLIFT AND THINGS LIKE THAT.

WE HAVEN'T HAD A CHANCE TO REVIEW THAT.

WE'LL REVIEW THAT, AND WE'LL KNOW A LITTLE BIT MORE ABOUT THAT FOR THE PIER.

AND THEN JUST PRETTY MUCH EVERYTHING ZACH SAID FOR THE TOWER.

JUST INITIAL, WE'VE DONE INSPECTIONS.

THEY'VE CALLED.

I THINK THEY'RE GOING TO CALL FOR LIKE A PRELIMINARY INSPECTION FOR THE WHOLE BUILDING DEPARTMENT TO HAPPEN MAYBE NEXT WEEK.

AND WE'LL GO THROUGH AND DO THAT AND CREATE A LIST OF PUNCH LIST FORM.

SO JUST SO THE COUNCIL'S AWARE, THE THOUGHT WAS THAT THE PIER WOULD BE OPENED BY SUMMERFEST.

BASED OFF OF THE TILE INFORMATION, WE DON'T KNOW IF THAT'S TRUE.

AND THEN THE TOWER, THERE WAS A...

THERE IS A SNEAK PEEK SCHEDULED FOR THE DONORS AT THE BEGINNING OF JUNE.

HOWEVER, NOBODY WILL BE ABLE TO GO UP INTO THE TOWER DUE TO NOT HAVING THE ELEVATOR AND MISSING THE CAVING ELEMENTS AND THINGS OF THAT NATURE.

THE GATE ALSO ISN'T AT THE BOTTOM OF THE TOWER YET.

SO THERE'S QUITE A FEW THINGS THAT ARE OUTSTANDING THAT WE PROACTIVELY PULLED THE DIFFERENT TEAM MEMBERS TOGETHER ABOUT SEVEN WEEKS AGO.

AND STARTED GOING THROUGH THE CHECKLIST OF WHAT WAS OUTSTANDING.

AND SO JUST WHEN YOU'RE WATCHING MEDIA, THINGS OF THAT NATURE, WE THOUGHT IT WAS IMPORTANT TO LET THE COUNCIL KNOW.

THESE WERE CALLED OUT ABOUT SEVEN WEEKS AGO AND SAYING BEFORE WE WILL TAKE OWNERSHIP OF THAT TRANSFER, THESE THINGS ARE MINIMUMS THAT NEED TO BE HIT.

YEP, WHITNEY.

I JUST WANTED TO ADD THAT, YOU KNOW, AS ALWAYS HAPPENS WITH CONSTRUCTION, AS YOU GET TO THE END OF IT, THEN THERE'S IDENTIFIED A NUMBER OF ISSUES.

AND SO THERE IS A LIST.

THAT YOU GUYS SAW AND YOU APPROVED IN DECEMBER OF 2025 FOR THE TOWER AND ALSO THE WALKWAY ABOUT THE THINGS THAT THEY HAD TO COMPLETE IN ORDER FOR US TO TAKE ASSIGNMENT AND TRANSFER OF IT.

ASSIGNMENT OF THE AGREEMENT BETWEEN THE APPROACH AND SINK AND THEN TRANSFER OF THE ACTUAL AMENITIES THEMSELVES.

AND SO WE MODIFIED THAT IN APRIL TO AS IT RELATES TO SOME OF THE PERMITTING FOR THE 404 AND THE 408 PERMITS RELATING TO THE WETLANDS AND OTHER THINGS.

BUT THOSE ELEMENTS AND THE REQUIREMENTS HAVE NOT CHANGED ON THAT.

THE ONLY THING THAT THE CITY HAS ASKED FOR IS THAT THE CITY HAD ORIGINALLY ASKED FOR A SECURITY GATE TO BE INSTALLED TO PROTECT VANDALISM, AND THAT IS NOT SOMETHING THAT WAS ON THE ARCHITECTURAL PLANS, AND IT WAS THE POSITION OF THE DEVELOPER THAT THE FOUR-FOOT GATE THAT THEY HAD, SORT OF WHERE IT ATTACHES TO THE BOBCARY, WOULD BE SUFFICIENT.

OBVIOUSLY, THAT COMING FROM MAINTENANCE AND ALSO FROM...

YOU KNOW, OPERATIONS UNDERSTANDS THAT IF SOMEONE WANTS TO GET IN TO DAMAGE SOMETHING, THAT'S NOT GOING TO KEEP THEM OUT.

AND SO WE'VE ASKED FOR AN ACTUAL GATE THAT CAN BE CLOSED IF NECESSARY TO PREVENT VANDALISM AND DAMAGE TO THE AMENITY AND THE STRUCTURE, WHICH WE THINK WILL SAVE THE CITY MONEY LONG TERM.

AND SO THAT IS A CHANGE THAT WE HAVE MADE.

THE ONLY OTHER CHANGE THAT WE HAVE MADE WITH REGARD TO THE PIER, THAT AGREEMENT CAME BEFORE YOU.

WE MET IN MARCH.

I BELIEVE IT CAME TO YOU IN THE BEGINNING OF APRIL.

AND WE.

AT THE OPENING OF IT, WHICH COMES DIRECTLY OFF THE LEVEE.

ALTHOUGH THE STRUCTURE, THE ACTUAL POST, I'M SURE THAT JEFF CHRIS WOULD MURDER ME BECAUSE I HAVE NO IDEA WHAT THESE ACTUAL, YOU KNOW, THE BITS THAT GO INTO THE GROUND ARE, YOU KNOW, THEY GO DOWN TO BEDROCK.

THAT'S EXTREMELY SOLID.

ALL OF THE PARTNERS IN THE ED TEAM, WE ALL HAVE SEPARATE BOARDS OF DIRECTORS AND SEPARATE FUNDING STREAMS. OUR PRIMARY FUNDERS ARE YOU, THE CITY OF COUNCIL BLUFFS, SO OBVIOUSLY THANK YOU SO MUCH FOR THAT, YOUR ONGOING SUPPORT.

AND SO I'VE SPENT A GREAT DEAL OF TIME FORMULATING, OBVIOUSLY GETTING IOWA WEST ON BOARD WITH A LOT OF THE THINGS WE WERE DOING, BUT THEN ALSO WE HAVE ABOUT 20 PRIVATE INVESTORS ALSO NOW THAT FUND US IN OUR ENDEAVORS, WHICH IS DEFINITELY A STEP IN THE RIGHT DIRECTION.

SO IN 2018, WE ASSUME THE OVERSIGHT FOR ALL OF THE COMMUNITIES IN POTTAWATOMIE COUNTY.

INITIALLY, WE WERE JUST COUNCIL BLUFFS, AND NOW WE OPERATE WITH ALL OF THE COMMUNITIES IN POTTAWATOMIE COUNTY.

IN 2019, WE LAUNCHED OUR ENTREPRENEURIAL INITIATIVES.

IN 2021, WE ASSUME THE OVERSIGHT FOR THE KITCHEN COUNCIL, WHICH IS THE FOOD INCUBATOR SPACE THAT IS CURRENTLY IN THE PACE CENTER.

WE ALSO HAVE COMPLETELY REVAMPED THAT PROGRAM NOW TO KITCHEN COUNCIL 2.0, WHICH GIVES THE MEMBERS OF THAT ORGANIZATION MORE, I WOULD SAY, ACCOUNTABILITY FOR THE PRACTICES THAT THEY ARE PERFORMING DAY-TO-DAY AS THEY'RE TRYING TO EITHER SOLIDIFY THEIR FOOD PRODUCT OR RAMP IT UP AND TAKE IT TO THE NEXT LEVEL.

THEY PURCHASED A PIECE OF PROPERTY THAT USED TO BE OWNED BY VIRGIL ANDERSON, IF ANY OF YOU ARE AWARE OF VIRGIL.

THAT LITERALLY IS JUST WEST OF SOUTH AVENUE.

AND SO THEY'RE PUTTING A LOGISTICS FACILITY THERE, AND THEY INFORMED US OF SOME EVEN ADDITIONAL EXPANSION THAT THEY'RE PLANNING ON DOING TODAY.

SO WE HAVE TO RE-GEAR AND KIND OF FIGURE OUT HOW WE'RE GOING TO ASSIST THEM, MOVE THEIR PHASE 3 PROJECT FORWARD.

VANTRUST IS A PROJECT THAT THIS COMPANY PURCHASED A PIECE OF PROPERTY FROM THE INDUSTRIAL FOUNDATION.

IT IS OFF OF HUNT AVENUE, SO ON THE EAST SIDE OF TOWN.

AND THEY, UNLIKE SOME OF THE LOGISTICAL BUILDERS, THEY'RE NOT SPEC BUILDERS, SO THEY WILL NOT BUILD THE FACILITY UNTIL THEY HAVE AN END USER IN HAND.

THEY HAVE A BROKER OUT OF DES MOINES THAT I'VE BEEN TALKING TO, AND SUPPOSEDLY THEY'RE ON THE CUSP OF SIGNING AN AGREEMENT, BUT THERE'S A COUPLE DIFFERENT SCENARIOS THEY'VE THROWN OUT, EITHER ONE 800,000-SQUARE-FOOT BUILDING OR TWO 400,000-SQUARE-FOOT BUILDINGS.

IS WHAT THEY'RE LOOKING AT.

AND SO THAT WILL BE DICTATED BY THE END USER OBVIOUSLY.

AND SO WE'RE, I WON'T SAY WE'RE IN THE EARLY PHASES OF THIS, WE'RE ABOUT A YEAR INTO THIS PROJECT, BUT THERE'S STILL A LOT OF THINGS THAT NEED TO BE WORKED OUT AND NEED TO BE, I SAY, COMMITTED TO BY THE COMPANY.

SO IN 2024, IOWA STATE UNIVERSITY EXTENSION GOT A CDC GRANT FOR WHAT THEY'RE CALLING THE LEVERAGING ACTIVITIES AND PARTNERSHIPS TO ADDRESS OBESITY, WHICH THEY'RE CALLING LEAP COALITIONS.

SO THEY'RE IN SIX COUNTIES ACROSS THE STATE OF IOWA THAT HAVE 40% OR MORE OF ADULTS WITH OBESITY.

BASICALLY WHAT THESE ORGANIZATIONS DO, OR THESE LITTLE COALITIONS ARE DOING, ARE TRYING TO FIND LITTLE STRATEGIES TO INCREASE ACCESS TO HEALTHY FOOD.

AND THEN THAT'S ONE SUBGROUP.

AND THEN THE OTHER SUBGROUP IS...

MAKING PLACES MORE SAFE, ACCESSIBLE TO PLAY AND RECREATE AND GET AROUND TOWN.

SO I SAY THAT TO SAY THAT IOWA STATE UNIVERSITY EXTENSION, THROUGH THOSE LEAP COALITIONS, ALSO WAS SELECTED TO PARTICIPATE IN A NATIONWIDE WALKABILITY ACTION INSTITUTE, WHICH IS A VIRTUAL SLASH IN-PERSON ABOUT FOUR-MONTH PROJECT.

YOU BASICALLY, WE'RE TAKING A COUPLE HOURS A WEEK TO SIT ONLINE AND LEARN AND DISCUSS WITH OUR FOLKS AROUND THE STATE ABOUT WALKABILITY AND ECONOMIC DEVELOPMENT AND HOW TO MAKE PLACES LIKE AGE-FRIENDLY, YOU KNOW, THE 8 TO 80 THEORY.

SO BASICALLY WHAT WE'RE TRYING TO DO AT THE END OF THIS INSTITUTE IS MAKE A LITTLE ACTION PLAN THAT WE WILL SUBMIT TO THEM, WHICH THEY SUBMIT TO THE CDC AS.

AND THEN TAKE A LOOK ON MADISON AVENUE AS IT GOES AROUND THAT HIGHER CURVE WITH NO DOWN TO TIMBERCREST WITH NO SIDEWALK.

AND TAKE A WALK OUT THERE WITH YOU GUYS TO SEE HOW DANGEROUS THAT IS AND PUT THAT ON OUR RADAR AT SOME POINT IN TIME FOR OUR CIP PLAN.

AND ON YOUR MADISON AVENUE ONE, I TOOK A LOOK AT SOME STATE DATA, AND THAT IS ONE OF THE MOST DANGEROUS SEGMENTS OF ROAD IN THE STATE IDENTIFIED, AND THEY'RE THE STATEWIDE.

NETWORK OF LIKE 129,000 ROAD SEGMENTS OR SOMETHING LIKE THAT.

SO IT WOULD BE ELIGIBLE THEORETICALLY FOR SAFETY UPGRADE MONEY FROM SCBG OR SOMETHING LIKE THAT.

WHAT MAKES THIS EASY TO CONDUCT IN TERMS OF BACKGROUND CHECK IS THAT THE ORDINANCE ENUMERATES VERY SPECIFIC IOWA CONVICTIONS.

SO WHAT WOULD HAPPEN IS AT THE TIME OF APPLICATION, ANIMAL CONTROL WOULD COORDINATE WITH THE POLICE DEPARTMENT RECORDS SECTION.

WE WOULD BASICALLY DO A DAILY RUN OF THE PEOPLE'S NAMES WHO CAME IN FOR A NEW OR RENEWAL LICENSE, AND WE WOULD ONLY BE CHECKING FOR VERY SPECIFIC IOWA CONVICTIONS AND OFFENSES.

WHEN ORGANIZATIONS WORKING WITH OVERLAPPING POPULATIONS COME TOGETHER, THE FULL COMPLEXITY OF WHAT HOLDS INDIVIDUALS BACK CAN BE ADDRESSED IN A WAY THAT IS AUTHENTIC, WHOLE, AND MEANINGFUL.

ADDRESSING SOMEONE'S SUBSTANCE USE WITHOUT TREATING AN UNDERLYING MENTAL HEALTH CONDITION DRAMATICALLY INCREASES THE CHANCE OF RELAPSE.

TREATING MENTAL HEALTH CONCERNS WITHOUT ADDRESSING HOUSING STABILITY PUTS BOTH AT RISK.

THESE THINGS ARE NOT SEPARATE PROBLEMS. WHAT I HAVE SEEN IN THIS COMMUNITY IS A REAL COMMITMENT TO UNDERSTANDING THAT.

ORGANIZATIONS ACROSS THE SPECTRUM, HOSPITALS, JAILS, NONPROFITS HAVE ALL WORKED TOGETHER, NOT JUST TO IMPROVE INDIVIDUAL LIVES, BUT TO STRENGTHEN THE COMMUNITY AS A WHOLE.

HAVING RECENTLY BEGUN WORKING IN OMAHA, I'VE COME TO APPRECIATE EVEN MORE HOW EVOLVED COUNCIL BLUFFS IS WHEN IT COMES TO COLLABORATION.

THAT IS SOMETHING THIS CITY SHOULD BE GENUINELY PROUD OF.

BUT GAPS REMAIN.

SYSTEMS CAN BE IMPROVED AND FURTHER INVESTMENT IS NEEDED, ESPECIALLY IN RESPONSE TO THE SEVERE HOUSING CRISIS THAT EXISTS RIGHT NOW, AND THAT I BELIEVE WILL ONLY GROW, PARTICULARLY AS OUR GERIATRIC POPULATION BECOMES INCREASINGLY VULNERABLE.

THE SYSTEM ITSELF IS MISALIGNED.

FEDERAL AND STATE DOLLARS ARRIVE IN CATEGORICAL SILOS.

HOUSING MONEY, BEHAVIORAL HEALTH MONEY, SUBSTANCE USE MONEY, AND PROVIDERS ARE STRUCTURALLY CONSTRAINED FROM BRAIDING THOSE RESOURCES IN A WAY THAT ACTUALLY MATCH HOW PEOPLE EXPERIENCE THEIR PROBLEMS. THIS SYSTEM IS ORGANIZED AROUND FUNDING CATEGORIES, BUT PEOPLE ARE NOT.

COMPOUNDING THIS, THE INDIVIDUALS WHO ARE MOST DESTABILIZED ARE OFTEN THE LEAST ABLE TO MEET THE DOCUMENTATION REQUIREMENTS, SOBRIETY THRESHOLDS, OR ENGAGEMENT BENCHMARKS NEEDED TO QUALIFY FOR THE SERVICES DESIGNED TO HELP THEM.

THE SYSTEM FUNCTIONALLY EXCLUDES ITS HIGHEST NEEDS POPULATION.

AND BECAUSE MOST SYSTEMS ARE DESIGNED TO RESPOND TO CRISIS RATHER THAN WALK ALONGSIDE SOMEONE OVER TIME, THE SAME PERSON CYCLES REPEATEDLY THROUGH EMERGENCY ROOM, JAIL, SHELTERS, DETOX, BUT WE DON'T HAVE DETOX.

EACH SYSTEM DOING ITS JOB IN ISOLATION.

NONE OF THEM RESOLVING THE UNDERLYING CONDITION.

THE CITY PAYS FOR THAT CYCLE OVER AND OVER AGAIN.

THE PROVIDERS IN THE COMMUNITY HAVE MADE A CONCERTED EFFORT TO WORK AGAINST THAT GRAIN.

THE CITY OF COUNCIL BLUFFS HAS TAKEN INNOVATIVE STEPS, MOST NOTABLY WITH THE CREATION OF THE HOP TEAM, WHICH PLAYS THE CITY ITSELF.

AT THE TABLE AS AN ACTIVE PARTNER IN ADDRESSING HOUSING INSTABILITY.

THE CITY EVEN FUNDED THE FIRST RESPONDER COMMUNITY HEALTH COACH THROUGH THE IOWA WEST FOUNDATION SPECIFICALLY TO ASSIST THE POLICE DEPARTMENT AND FIRE DEPARTMENT WITH CASE MANAGEMENT AND OUTREACH.

THIS IS ANOTHER WAY OF SAYING WE ARE PAYING OUR PUBLIC SAFETY

SYSTEMS TO DO WHAT HOUSING AND SOCIAL SERVICES SHOULD BE DOING UPSTREAM.

THE ARGUMENT ISN'T THAT HOUSING IS CHARITY, IT'S THAT THE CITY IS ALREADY PAYING, JUST INEFFICIENTLY, REACTIVELY, AND WITHOUT THE HUMAN DIGNITY OUTCOMES WE ALL WANT TO SEE.

THE WORK WE DO ACROSS THIS COMMUNITY OVERLAPS SIGNIFICANTLY, BUT OVERLAP WITHOUT COORDINATION CREATES BLIND SPOTS, AND THAT'S WHERE PEOPLE FALL THROUGH.

ALL OF THE PROVIDERS ARE ACCOUNTABLE TO THEIR OWN FUNDERS.

THEIR OWN OUTCOMES, THEIR OWN METRICS.

AND THAT IS APPROPRIATE, BUT NOBODY IS ACCOUNTABLE TO THE PERSON'S WHOLE LIFE.

NOBODY HOLDS THE ENTIRE PICTURE.

TRUE SUSTAINABLE CHANGE REQUIRES SOMEONE WHOSE ROLE IS TO SEE ACROSS ALL OF IT, TO CONNECT THE THREADS, NAME THE GAPS, AND HOLD THE SYSTEM ACCOUNTABLE TO THE PEOPLE IT IS MEANT TO SERVE.

AND IT REALLY IS COMMENDABLE HOW MUCH COUNCIL BLUFFS HAS TO OFFER IN TERMS OF COORDINATING SERVICES, OR I GUESS SILOED SERVICES ACROSS THE COMMUNITY.

MY EXPERIENCE HAS BEEN AS A PROVIDER FOR PATIENTS WHO SUFFER FROM OPIOID AND METHAMPHETAMINE ADDICTION, WORKING AT A LOCAL METHADONE CLINIC, AND NOW...

RUNNING THE OPIOID CLINIC THROUGH ALL CARE AS WELL AS JUST SEEING PATIENTS THERE.

HEAL HAS A SPECIAL PLACE IN THE CONTINUUM OF CARE FOR PEOPLE WHO ARE EXPERIENCING HOMELESSNESS.

I GUESS I'D PAINT A PICTURE OF WHAT WE LOOK AT HOMELESSNESS LIKE, WHICH IS THOSE FOLKS WHO ARE IN SOME TEMPORARY HOUSING, RIGHT? THEIR RAFT HAS BEEN...

ADDRESSED.

THEY'VE BEEN PULLED FROM THE RAFT AND PUT INTO A TEMPORARY HOUSING POSITION.

THEN THERE ARE THOSE PEOPLE WHO ARE IN THE RAFT, RIGHT? THEY'VE GOT SOME SERVICES, THINK OF NEW VISIONS AS THE RAFT HERE IN COUNCIL BLUFFS.

AND THEN THERE ARE THOSE PEOPLE WHO ARE IN THEIR OWN LITTLE PRIVATE.

RAFTS, SOME TWIGS AND BOARDS THAT THEY'VE TIED TOGETHER AND MAYBE A COMMUNITY HAVE TIED THOSE TOGETHER AND THAT'S WHAT WE SEE DOWN AT THE RIVERFRONT WITH THE ENCAMPMENTS AND IN CERTAIN ALLEYS AND THINGS IN THE COMMUNITY.

AND THEN THERE ARE THOSE PEOPLE WHO I WOULD WE DESCRIBE AS BAD CAMPERS, OKAY, THAT THEY'RE OUT ON THEIR OWN.

THEY'RE IN THEIR CAR IN A PARKING LOT, THEY ARE SURFING FROM BED TO BED TO BED IN FRIENDS' HOMES, AND THEY'RE STRUGGLING.

AND WHAT WE FIND IS THAT NO MATTER WHERE YOU ARE KIND OF IN THIS SPECTRUM, IF YOU'RE OUT THERE ON YOUR OWN FOR A TWO-WEEK TIME PERIOD, YOUR ODDS OF BEING ABLE TO RESOLVE YOUR HOMELESS PROBLEM GO DOWN TO NOTHING.

PEOPLE CANNOT SOLVE THEIR HOMELESS PROBLEM ON THEIR OWN AFTER TWO WEEKS.

THEY'RE GOING TO BE SPENDING THE REST OF THEIR LIFE TRYING TO FIGURE OUT WHERE AM I GOING TO SLEEP TONIGHT, WHAT PLACE WILL LET ME INSIDE TO URINATE, AND WHERE AM I GOING TO GET SOMETHING TO DRINK AND SOMETHING TO EAT AND THEN GET BACK TO THAT SAFE PLACE TO SLEEP.

SO WE KNOW THAT OUTSIDE SERVICES ARE AVAILABLE AND WE'VE BEEN MEETING WITH PEOPLE AT CHI, THE PRESIDENT THERE AND THE NURSING STAFF THERE.

WE'VE MET WITH THE JENNY EDMONDSON BEHAVIORAL HOSPITAL FOLKS WHO ARE GOING TO BE HERE ON THE GROUND IN JUST A FEW WEEKS.

WE'VE BEEN MEETING WITH HEARTLAND FAMILY SERVICES, WITH THRESHOLD, AND A NUMBER OF THE OTHER PLAYERS HERE

IN THE COMMUNITY, AND NEW VISIONS AS WELL.

AND ALL OF THEM HAVE A ROLE, AND ALL OF US ARE PRETTY MUCH IN AGREEMENT THAT WE NEED TO HELP.

PEOPLE THROUGH THIS SPECTRUM AND THAT WE NEED SOME TYPE OF LEADERSHIP AND CENTRAL FOCUS TO DO THAT BECAUSE PEOPLE ARE GOING TO MOVE THROUGHOUT THIS CONTINUUM OF CARE AS A WAY TO DESCRIBE IT IN HEALTH CARE AND WE'RE GOING TO LOSE PEOPLE WHEN THEY MOVE FROM BEING IN AN ENCAMPMENT INTO A HOUSED SITUATION.

AS PROVIDERS ON THE STREET, OUR GOAL IS TO ADDRESS THAT ONE ASPECT OF THEIR PROBLEM WHICH PREVENTS THEM FROM HAVING HOUSING, AND THAT IS THEIR HEALTH.

CHRONIC DISEASE IS SOMETHING WE AS AN ENTIRE COMMUNITY PAY FOR.

COMMUNICABLE DISEASE, OBVIOUSLY, WE CAN SEE HOW THAT AFFECTS JUST PASSING IT FROM PERSON TO PERSON.

BUT WE'RE TRYING TO INTERVENE AT THE POINT OF A PERSON'S HEALTH TO REMOVE THAT BARRIER FROM THEIR STEP.

TOWARDS THE NEXT LEVEL OF PERMANENT HOUSING.

WE NEED THE ASSISTANCE OF A COORDINATOR TO DO THAT.

NOT JUST HEAL NEEDS THAT.

HEARTLAND NEEDS THAT.

FIREFLY NEEDS THAT.

WE ALL NEED THAT.

AND IT'S A VALUE-ADDED PIECE FOR THIS COMMUNITY.

THE MAIN DIFFERENCE I'M SEEING BETWEEN THE HOSPITAL WORK AND THE STREET WORK IS THE LEVEL OF COORDINATION IN THE HOSPITAL.

WE HAVE SOCIAL WORKERS, PHYSICAL THERAPISTS, HOME CARE.

THERE'S THE DOCTORS.

THERE'S THE NURSES.

THERE'S THE NURSE SUPERVISORS.

THERE'S RESPIRATORY THERAPY.

THERE'S EVERYTHING.

IT'S ALL COORDINATED, AND THAT'S WHAT WE NEED ON THE STREETS TOO.

I THINK THAT'LL LEAD TO INCREASE, LIKE WHEN WE TALK TO PEOPLE, THEY'RE MOTIVATED.

THEY LIKE TO TALK TO US.

WE TALK ABOUT HOUSING PLANS AND PROGRAMS, BUT TOO OFTEN WE OVERLOOK THE MOST IMPORTANT PIECE OF RECOVERY, THE HUMAN ELEMENT.

YOU CANNOT TAKE SOMEONE WHO HAS BEEN TRAUMATIZED, ISOLATED, AND STRIPPED OF DIGNITY BY THE STREETS, HAND THEM A KEY, AND EXPECT THEM TO INSTANTLY HEAL.

WHEN SOMEONE IS DEEP IN ADDICTION AND HOMELESSNESS, THEY ARE SURVIVING MOMENT TO MOMENT.

TRUST IS BROKEN, HOPE IS BURIED, AND MANY HAVE SPENT YEARS FEELING INVISIBLE.

HOUSING IS IMPORTANT, BUT HOUSING ALONE IS NOT THE BRIDGE.

THAT IS WHERE PEER SUPPORT CHANGES EVERYTHING.

WHEN I LOAD MY WAGON WITH FOOD, WATER, AND SUPPLIES AND WALK INTO THESE CAMPS, I'M NOT JUST BRINGING RESOURCES, I'M BRINGING CONNECTION.

I'M BRINGING PROOF THAT CHANGE IS POSSIBLE.

WHEN PEOPLE LOOK AT ME, THEY SEE SOMEONE WHO UNDERSTANDS THE COLD, THE HUNGER, THE SHAME, AND THE HOPELESSNESS, BECAUSE I LIVED IT TOO, AND THEY KNOW THAT.

BUT THEY ALSO SEE SOMEONE WHO MADE IT OUT.

HUMAN CONNECTION SAVES LIVES.

SOMETIMES ALL IT TAKES IS ONE CONVERSATION, ONE PERSON WILLING TO LISTEN, ONE MOMENT OF COMPASSION TO INTERRUPT SOMEONE'S SUFFERING LONG ENOUGH FOR THEM TO CHOOSE HOPE AGAIN.

PEER SUPPORT BUILDS TRUST IN WAYS SYSTEMS ALONE CANNOT.

BUT PEERS CANNOT DO THIS WORK ALONE.

THAT'S WHY WE ALSO NEED A STRONG COORDINATION WITHIN LOCAL GOVERNMENT.

WHEN OUTREACH WORKERS AND CITY LEADERSHIP WORK TOGETHER, RECOVERY BECOMES MORE THAN AN IDEA.

IT BECOMES A REAL PATHWAY FORWARD.

TRUE WEALTH IS NOT MEASURED BY WHAT SITS IN A CITY TREASURY.

TRUE WEALTH IS MEASURED BY HOW WE TREAT THE MOST VULNERABLE PEOPLE AMONG US.

THE UNHOUSED COMMUNITY ALONG OUR RIVERBANKS ARE NOT INVISIBLE TO ME, BECAUSE I SEE MYSELF IN THEM.

AS THE CODE IS CURRENTLY WRITTEN, EVEN WITH THAT CONVICTION, ONCE THEY GET OUT, EVEN THOUGH THEIR PET WAS TAKEN AWAY FROM THEM BECAUSE THEY WERE USING IT FOR DOG FIGHTING, THERE'S NOTHING THAT SAYS THEY CAN'T GO OUT AND REPLACE IT WITH ANOTHER DOG.

BASICALLY WHAT THIS DOES IS IT WOULD PROHIBIT ANYONE WHO HAS BEEN CONVICTED OF SERIOUS MISDEMEANORS OR ABOVE RELATED TO ANIMAL ABUSE, NEGLECT, TORTURE, OR DOG FIGHTING, IT WOULD SAY YOU HAVE LOST THAT PRIVILEGE.

YOU CAN NO LONGER HAVE DOGS OR CATS WITHIN CITY LIMITS TO TRY TO PREVENT FUTURE REPEAT OFFENSES AND KEEP OUR NEIGHBORHOODS AND OUR COMMUNITIES SAFE.

AND WE DID HAVE DISCUSSION AT STUDY SESSION THAT HAD CHIEF DAVIS KIND OF TALKED ABOUT ENFORCING IT.

THEY'RE ABLE TO DO A LIMITED BACKGROUND CHECK WHEN THEY ISSUE THE PET LICENSE LIMITED TO THE SCOPE OF THIS RESOLUTION, WHICH RELATES.

THE FOLKS WITHIN THE POLICE DEPARTMENT AND ALSO FROM SOME OF THE NONPROFIT GROUPS, IT IS A POSITION THAT DOES DO SOME GOOD IN THIS PARTICULAR AREA, AND I'LL VOTE FOR THIS AS WELL.

I'D JUST LIKE TO ADD THAT THIS IS A STREET-LEVEL POSITION.

THIS PERSON IS OUT FIRSTHAND MEETING PEOPLE IN CRISIS AND ALIGNING UP THE SERVICES THAT...

MINIMIZE THOSE INCIDENCES WHERE THEY RUN INTO THEM.

FOR 30 YEARS I WAS ON THE FIRE DEPARTMENT AND FOR THE MAJORITY OF ALL THOSE YEARS WE DIDN'T HAVE A POSITION LIKE THIS.

AND MANY TIMES THEY ESCALATED OUT OF CONTROL AND WE HAD NO ANSWERS TO GIVE A FAMILY IN CRISIS.

OUR CURRENT DOG LICENSING PROCEDURES, I GUESS I WOULD WONDER IF THERE'S NOT A WAY TO, NOW THAT IT'S BEEN MOVED OVER TO THE POLICE DEPARTMENT, MAYBE ALTER HOW WE GO ABOUT IT.

BUT IN DIFFERENT TALKS WITH FOLKS THAT I'VE HAD, IT WOULD SEEM TO ME THAT IT WOULD MAKE SENSE TO ALLOW SOME OF OUR VETS TO BE ABLE TO HANDLE, TO DO IT AT THE VET SPECIFICALLY.

NO, IT MAKES SENSE TO ME. SO, YEAH, ABSOLUTELY.

WE CAN WORK TOGETHER AND GET CHIEF INVOLVED, AND WE'LL WORK THROUGH THAT. THAT'S ALL I GOT.

HOW WE GO ABOUT IT IS DIFFERENT ON HOW WE LOOK AT IT, WHICH IS FINE. THAT'S THE WAY THE PROCESS WORKS.

BUT WE ARE CONTINUING TO KIND OF LOOK AT IT FROM OUR OWN ANGLE AND SEE IF THERE'S MAYBE SOME OPTIONS THAT WE COULD MAKE THIS WORK. I WOULD LIKE TO JUST ADD THAT LOOKING AT THAT POSITION, WHEN WE'RE LOOKING AT A REGIONAL RESPONSE OR A REGIONAL COORDINATOR, MAYBE THAT POSITION WOULD BE VERY BEST SET IN THE COUNTY RATHER THAN IN THE CITY. WE HAVE 14 MENTAL HEALTH... COUNTIES THAT FEED INTO OUR MENTAL HEALTH DISTRICT. I BELIEVE THAT THAT POSITION WOULD BE BETTER SERVED AT THE COUNTY LEVEL. WE DON'T EVEN HAVE A PUBLIC HEALTH DEPARTMENT IN THE CITY OF COUNCIL BLUFFS. WE MOVED THAT OVER TO THE COUNTY ALSO. I THINK THAT A COORDINATOR IS NECESSARY, BUT I DON'T KNOW IF WE NEED TO, AS A CITY, PAY FOR AND FUND THE WHOLE COORDINATION OF WHAT NEEDS TO BE AT A MUCH LARGER.
